Not surprising though... this is more like a wireless co.

Bell is throttling so that they have more bandwidth available for their video service...and so that competing video service may be out of luck. Bell's DSL landline sounds more like a wireless company's stand. You can consume all you want, as long as we have an ownership/profit arrangement in that company.
