Re: 3.8Mbps acceptable for the Elite package? That is a reasonable throughput speed for Elite so you are probably were probably syncing at 6016.
There are various reasons the router could be slowing your throughput, e.g. WAN port at 10baseT speeds, a bad firmware version, QoS throttle settings left over from a slower speed plan, etc.
Edit: It looks like your modem is training down after a short duration at 6016 speeds.
