So a deal was struck that Qwest would own the lines and service issues up to the house. Any issue inside the house for AT&T customers was the problem of AT&T and the customer. (are we confused yet?)

I guess that service now includes DSL as well as local and long distance. It's supposed to provide maximum choices for county residents. I've been with WorldNet since beta in 1996. They offered me a rate to bundle, so I did. Recently they had a price increase to dialup that made it close to the DSL promo rate, so thought I'd try it. My DSL hub is about 6 blks from me. But I just hooked up this week. Somewhere being a novice DSL user and my unfavorable early impression of ATT/Covad customer service (in India), thought it might help to know a few other customers in the area.
