[Speed Problem] DL speed is fluntuation and too low

I have problem with my download speed keep fluntuation when testing by the web at speedtest.net. Reported to ATT and tech came over today could not found the problem. He suggest to get another modem (I'm using 2-Wire 2701h-b now), he said my 2-Wire might be bad. Presently I pay to have 3gbps, but test from around 300-2500kbps. But most of time is very low from 200-500kbps. Should I need to buy another 2-Wire 2701hg-b or we miss anything else to check? or any suggestion. Please help.
