Don't get me wrong....

But how exactly does this fall under Net Neutrality? This is about Bell shaping the last mile network that these NSPs are using, correct? While this is a completely different problem that exhibits anti-competitive behavior on the part of Bell, I can't see how this falls under Net Neutrality.
