The federal New Democrats will introduce a private member's bill on Wednesday that would entrench the principle of "net neutrality" and enact rules to keep the internet free from interference by service providers, an NDP MP told a rally Tuesday in Ottawa. The New Democratic Party's Charlie Angus told the cheering crowd that the private member's bill would protect Canadian consumers from having their internet speeds "throttled" by service providers.
Having the NDP introduce a bill in parliament is the best way to guarantee it goes nowhere. Bell is probably happy about this turn of events.

Its because they're a miniority, the only way that it will go somewhere is with some serious ammending, which would take the bite out it.

At least they want to try to do something, unlike the Conservatives who seem to want to allow the large carriers to treat their tariffed service wholesale customers the same as they treat retail customers: badly (or simply ignore them completely). That's not a stance for Net Neutrality, it's a stance for putting their head in the sand and pretending nothing is happening so they don't need to do anything about it.
