I finally got a supervisor on the phone who explained that they don't block, they "restrict." Almost all ISPs block port 25. I don't agree with it, but there isn't much you can do about it, except deal with it. If you want to use someone else's SMTP server, that usually involves using a diferent port. Port 465 is common. They don't block that one.
Check with the people running the mail server that you want to use. They should be able to tell you what other incoming ports they support.
If you want to physically host your own email server, ATT/Southeast will supposedly unblock port 25 at your request. If they won't, this company can help for a small fee.
