AT&T already sends out abutter notices whenever something is going on a pole or in the right-of-way. If the homeowner complains within the required time-frame AT&T will do its best to find another suitable location. If the homeowner doesn't respond within the required time frame and tries to complain afterward - it becomes simply "too bad".
