The poor English is often a clue as to the legitimacy of the message.
Please post the headers of the email. Also, If you have not already done so, you should send a copy of the email, including the header information, to Charter.

Gee, why should I go through all of the trouble of giving them this info just to keep an email account from being closed? For the same amount of time on my part, I can get a portion of the bank account of some rich person who just happened to die in Nigeria without declaring any heirs! |

I have received spam through Comcast SMTP servers which was apparently injected via such a compromised account.
