The new tack is to accept responsibility for screw-ups like this. A tremendous leap forward, PR wise.

In every way that matters to the community, these are Comcast employees. That they're outsourced doesn't matter to the public at all.

I agree. Why does their employer matter at all? Comcast has been in the press for their employees are contractors and that is what people will see when they are on the job.
These idiots were working a job for Comcast at the time this happened, so that is why it matters.
