That article doesn't really mention anything about changing the power grid, it does talk about improvements to the cooling of the datacenters and associated energy savings.
Reducing the power consumption shouldn't cause a transformer explosion, on the contrary it should make it less likely.
The only item in the article that raised a warning sign in my mind was when they mention "Sealed power distribution units to reduce bypass airflow" since the PDUs need cooling too.
