While it will put TWC in a position to introduce tiers and NOT be seen as the creator AND distributor of content, it will also position them to aggressively roll out new technologies and take on debt if need be to achieve things like, DOCSIS 3.0.<br><br>There is already massive consolidation occurring where regional offices are rolled into larger, sometimes statewide, management divisions. This should allow TWC to make more cohesive movements, so when upgrades are planned, it's not disjointed.]]></description>
