I wanted to know, does Rogers throttle affect SSH, VPN (maybe VPN for work) and such, as is reported with Bell's throttle?

Has anyone here left Bell due to the throttle and went with Rogers and had a better experience with the throttle and the services you use (VPN or VOIP or SSH as examples)?

Or are they both the same?
