Another (?) Variation to Error 553

I have read the ATT/Yahoo SMTP Server Error 553 but feel that my problem is somewhat different.
At the end of March we(my daughter in Chicago & I)noticed that we were not able to get any emails from her sister who lives overseas. We could send her emails from our sbcglobal & swbell email accounts but she could not even respond to the incoming message.
Contacting ATT came up with comments like:"you can be affected by the ongoing system outage on the ATT Yahoo mail servers - there is a posted network event (never could find it) Event Number 1032487....etc. Phone contacts with Tier 2 Tech Support provided more info but no resolution - their suggestion was for the daughter living overseas to open a Yahoo Mail account, which she rather not do as she has her own email address which she uses for business for the last X years.
Today's latest "suggestion" from ATT cust svc rep in India was to have my daughter contact her ISP where she lives and tell them she is ecountering Error 553 messages and to "please allow ATT/Yahoo access to their domain or site to work out a solution to the problem" (or words to that effect). I can't imagine how an international ISP is going to solve a problem created in a US based (I assume that is where they are) server/company.
It was interesting to read in some of the links that all this could be the result of ATT/Yahoo new spam control & security - I have noticed a dramatic decrease in spam reaching our Incoming Mail Or ever the Bulk Mail (about 95% less). As someone wrote earlier, if this is the result - it sucks!
Long winded, sorry, but does anyone have a more recent update/suggestion to this ongoing problem.
