Start
Control Panel
Security Center
Windows Firewall
Advanced (tab)

Then you can click the settings button for the ICMP section. Or you can select each of your network connections at the top and click the settings button next to that.

Still not pingable.

I am using Windows XP firewall, but also have Windows One Care so it takes over the settings of the XP firewall.
