How credible is this report about caps?

Alsodisgrunted says he's with 3web but gets injected framed messages into sites he's visiting.

I dont recall ever seeing that when im with 3web cable.

North York, ON		 Well, it seems like he's using the Rogers network, whereas you're on the Cybersurf one. That would explain the injection.
