I believe Alltel's GSM network is a network they inherited from an acquisition, where they have been transitioning customers to their CDMA network, but keeping the GSM for lucrative roaming contracts with the big GSM carriers. I think VZW is doing something similar with their recent rural GSM acquisitions, so it shouldn't be too much of an issue.
Alltel runs a GSM network side-by-side with CDMA in several markets as a roaming network providing ATT & TMobile & some other smaller carriers with roaming services in the midwest & south.
