Netgear FVS318 offline connection

I am trying to set up a Netgear FVS318 router offline.
I am using an Netgear WGr614 wireless router with IP address of 192.168.1.1.
The FVS318 has IP address of 192.168.0.1.

I can't ping or access this IP address.

How do I access this router offline?
