Is Earthlink limiting Bandwidth at time intervals?

I have a curious problem when using VoIP, PC to PC, I talk with a friend whos on Time Warner Cable. The conversations are perfect until the call time hits between 14 and 15 minutes. Then on my end only, I cannot talk at normal speed or my words get clipped off. If we terminate and start over, same thing. My PC to land line calls are not affected. Plantronics, the headset manufacturers support mentioned some ISP limiting bandwidth without notice?????

Earthlink DSL is not time controlled that I've ever seen.

Could it have anything to do with settings in the ZyXel P-660R ELNK?

I don't recall any QOS or time settings, have you double checked the web interface?

As far as I kind see or find out from Yahoo Messenger VoIP there are no user settings affecting time or transmission quality.

I see this in my EL DSL agreement:

"The Service may limit the amount of data that you can upload and/or download each month ("bandwidth") or may be priced according to the amount of bandwidth you use per month. Please see the description of your particular Service by referring to the appropriate product page at www.earthlink.net for more information. If during any month, you exceed a monthly bandwidth limit associated with your Service, EarthLink may, going forward, change your Service to one permitting such bandwidth use (as provided for in the Service description) and you agree to the standard fees EarthLink charges for such Service. EarthLink will provide you with notice of any such change to your Service."

Still can't find what this means exactly......

And what about disabling QoS Packet Scheduler in Windows Network settings, I hear this can help VoIP.

Able to have conversations without for sometimes over an hour. How are your sync readings?
