How to enable Inbox Assistant in Outlook 97?

I have this older machine that is still running Office 97. It includes Outlook 97. I would like to set to some inbox rules where a certain email account will have all of its email automatically transfered to a specfic folder. But to do this, I need to have "Inbox Assistant" or "Out of Office Assistant" enabled from the tools menu.

How do I enable them so I can set some email rules? Currently, both options are grayed out, and can't be enabled.

It has been a while since I have used the O97 vers, but this in the information that will get you started. The Slipstick site is very informative and there are also plenty of links to addins and other complimentary apps and advice.
