Another problem...

ISPs should have remained "dumb pipes". How about blocking access to sites that tell lies or misinform the public?
Then you can block the sites with color schematics you don't like. It will be great, we'll have a WWW full of 404 pages.

Well lets see... I can easily come up with a list of Ad Servers that qualify for a "Ban" like this.... Could make quite a dent in the spam load on the Net too..

The United Nations calls human trafficking the "world's fastest growing criminal business" and the International Organization for Migration (IOM) estimates that as many as two million women and children are trafficked around the world each year in a business worth $10 billion.

Unfortunately, wherever you have poverty and war, you have people desperate and willing to do anything. Maybe instead of going after ISPS, we should be working to help the people who are at risk of becoming victims. That's too difficult... so let's pretend blocking it (out of site out of mind) works.
