Well, you could say that the rate increases on the cable tv (at least 2 rate increases per year in my area) subsidizes the Internet cost and keeps it down. Of course, that is possible, but unlikely. Most major corporations make each line of business meet separate profit goals and hold their managers responsible to meet them. Short term inducements to conquer new customers(promotion deals) may cross-subsidize, but over time each line of business must meet their own goals.
