If it's really a plan, the telcos/cablecos are probably trying to cover it up as fast as they can now that it's leaked.
But it doesn't really matter whether it's literally a plan with a schedule. It is a possible and plausible future scenario. And it would be exactly in line with the interests and profit motives of the big ISPs.
In fact it is the direction things are already going. If the anti-neutrality forces win, a corporate-controlled, admission-controlled, fee-for-everything internet where there is no reliable, independent or free-flowing information is what we'll end up with. |

No more gaming and etc. In fact someone else would probably start a new internet. Tough. |
