Now all those willing to sit around in 2 feet of water can still get online. I'm sure that's a comfort to the thousands homeless

Has it occurred to you that the 'net HELPS EMERGENCY RESPONSE? Why do you think the police and National Guard were so helpful keeping them up? BECAUSE THEY WERE USING IT!!

Hey, even in a disaster, one can take comfort in joining the masses too lazy to take action. It's sort of like the Titantic movie. We all know how it ends, but we still went to see it anyway. The point being, is that people will take comfort in the small things. Add this with the fact it's just another way to communicate and let people know you're safe, and everyone is happy. Still, I do think in terms of worries, having internet problem is at the bottom when your house, car, and all valuables are getting swept away.

I'm imagining POTS held up quite well till the remote terminals and central offices got flooded. Generally wet cable can be respliced fairly easy but a wet CO is a real tough cookie.

It's always good to have multiple options (i.e. fail safes).

Due to high traffic levels, some people were unable to get a reliable cell signal. I'm not sure how the POTS network held up. But the bottom line is, when other forms of comm infrastructure were down, I think folks were probably VERY thankful to at least have internet access. That way they could, y'know, do things like e-mail family to let them know they're OK...
