 Connection no browse

My DSL line connects to Speedstream 4100 modem, then to Netgear router (for wireless connection of my laptop). From router, a cable runs to the back of my desktop's CPU. After months of fine performance by this system, I can't surf the net via my laptop (whereas I can surf via my laptop). A message comes up on desktop's monitor: Internet Explorer cannot display this web page. My ISP's tech support person suggested cable from router to desktop CPU might be bad. Is this plausible? If not, does anyone know what my problem might be, and why it happened now, and how I can fix it?
