[Speed] Highspeed=No Speed (Queens)

My mach 10 service has always been perfect until now.
Over the past two weeks performance has dropped over 50%
and today it stalled. I called tech and she can't help me unless a tech is dispatched to my home. I know it's is not in my apt, but probably in my building, but no one else is having this problem. I had to cancel the call because I won't be able to stay home and wait for a tech until next week. aarrgh.
Here is my latest test, any professional input?
Looks like severe packet loss.
Direct connect, no router installed.
