I was getting 14mb/s out of Tampa & Seattle from the East Coast of Florida with a 173ms ping from Tampa and 155ms to the cesspool they call Orlando. It's true that it's only for a short burst. For a long download I do notice I can occasionally get 9mb for a short time instead of 8mb. That's about it for now. Nothing on the upstream end.
