Actually I think they just caulked along the edges of tiles trying to band-aid the leaks.... Your 3rd picture shows that the industry standard 'California Valley' was probably not implemented which is most likely the cause of the leak? Yep, no flashing. I think it's the leak alright.Any roof inspector would see your roof as a red flag and would need to inspect further. You'd think... guess not.
