It's my understanding the "broadcast basic" tier is going to remain analog.

I would think so. In MI comcast tried to digitize the local programming/access channels for municipalities. They quickly got smacked down by the government.

So I don't think they will be able to force digital on anyone. But for "pay" channels I am sure they can.
