Sean join:2004-01-23 Toronto	Bell resellers buy their own bandwidth and therefore Bell doesn't have the right to throttle that bandwidth. Rogers resellers directly resell the cable internet service, Rogers bandwidth included, so when they throttle, it's part of the deal.
