Rights of Way rental

I think it is a good idea. I'd rather see States and towns generate revenue by taxing Rights-of-Way then using Franchise agreements.

Franchise agreements made sense when the Cable TV provider had to have a local presence to deliver the service but with the emergence of IPTV that is no longer the case.

I didn't see where the pole tax would make the franchise agreements tax go away.

As far as I can tell so far it doesn't.

What I would like to see is Franchise agreement go away - because of technology change.

that's fine, as long as significant build-out requirements are mandatory. failure to meet those requirements results in massive fines. else you give too much to telco and nothing to consumers/community.

Build-out requirements are ignored anyway. Ask why we aren't offered FiOS service, while folks in the more affluent part of our town are.
