"Server Problem" - > Sometimes it gets slower ?

Dear all,

We are an ISP, running a pppoe server on (freebsd 6.2 stable).

Recently we have re-installed our server op-sys and softwares.
Since then, our internet speed sometimes get slower than it must be.

It must be about 512 kbps.
But sometimes, our internet speed gets down like DIAL-UP service.

If you have experienced this before, please share what you have solved?
