Glossing over stats that have no real definition base as they have is just wrong.
Giving a percentage of congestion, without any real basis (i.e. location, time of day specifics) and claiming 61% of a DS-3 is considered congestion vs. 90% of an OC-48.

With the internet expanding at an ever increasing rate of course wan links are going to need upgrading its just a matter of when and how much. Yeah, but everybody loves graphs, especially technically clueless politicos and bureaucrats... As well, graphs usually make information easier to read.
