Um if they presented concrete information, they'd lose their argument that they must throttle 3rd party ISP's.
We all basicly know this to be true. They are intentionally being vague to further their cause, why else would they release such information? With the internet expanding at an ever increasing rate of course wan links are going to need upgrading its just a matter of when and how much. If they can get away with delaying the upgrades its just more profits for them so they are going to try to get away with whatever possible.
