CRTC's fault

If I were to ask for proof and be given something which purports to be proof but is in fact not... I would not ask again. That is what you submitted as proof and thus you have submitted no proof. Case closed.

ISP's like TekSavvy are paying for their own bandwidth here, so what am I missing? As far as I know, they only purchase the last mile and the GigE's to their own POP's, to backhaul the data. Where's the congestion here?
With cable, there IS a point in throttling, as both indie ISP's and cableco subs share the same physical cable loop, and can both equally help deteriorate the traffic flow during peak hrs. But that argument is moot in the telco's case...

They use their own backbone but share the same BAS, aggregators and DSLAMs as all of Bell's customers and wholesale providers. So congestion on the backbone isn't a valid claim when throttling the wholesalers but the other congestion spots still play a part.
