300ms is about as high as you want for a FPS game. The latency is good if it can stay there consistantly. They will notice it won't be instantaneous response, like if you were playing single player, but it should be acceptable. 300ms is .3 of a second so I mean that isn't that long of a delay. I play on dial up for my mmo's(wow,eq2) and I usually have a 150-200ms ping out of game, but in game it's more like 400-600ms always. That's fine for mmo's but FPS games require the lowest possible latency. After all, if you shot at someone, and .3 seconds later it would hit the target, that .3ms could be enough time for that player to have left the spot at which you fired. Unlikely but possible. I used to play battlefield 1942 on dial with up to 16 players just fine though, and that was probably 400-800ms pings in game. I would say it would work fine though in general.
