Bresnan's digital phone service is not VoIP. It is a standard POTS switch. Bresnan uses IDT as a third party provider for access to the PSTN and the 9-1-1 database. There is no packet disruption because the digital phone is not VoIP telephony. Bresnan is just another ALEC.
