PSN and really really slow uploads

Does anyone else suffer from extremely slow upload? I get great downloads, 70 or 80 kb/sec, but my upload is slower than an old 14400 modem. I tried sending a file and it reported it would take 36 hours.
I have dsl in Philadelphia, PA and we had a PSN cable cut back in september when I first started school. It was down for about 2 1/2 weeks. I was on hold for about 4-5 hours listening to that smooth jazz before I found out about the cable cut. No one seemed to have any idea when it would be fixed or even what was going on.
I would love so much to switch to another provider. I'm wondering if I should wait it out until June with these crazy slow uploads, or give them problems and try to switch.

Reset your modem, by unplugging it for a minimum of 60 seconds. You should get your upload speeds back. If you are using the XSpeed320, they are notorious for dropping upload speed (bad modems). I have to reset mine every 3-5 days otherwise my upload drops from 380 to 9. One reset lasts several days...and easier then buying a new modem.

P.S. It will take 10-60 seconds for your modem to re-sync with CO, but don't worry.
