You should be able to put your cable card in the Phillips DVR and it should (theoretically) work like your Sci-Atl box did, but maybe better.
The DVR model he's interested in only has a ATSC tuner, not a QAM tuner or CableCARD slot:

In easy terms it will be a Daisy Chain hookup. the only way around having the dvr record while the STB is off would be to use a splitter and feed the DVR multiple ways. "Which I Do Now".
