Confused help

| Upgraded from Pro to Elite, no change in speed
Hello, about a week ago, I decided to upgrade from AT&T Pro to Elite. Once AT&T called back to confirm that they had upgraded me to elite, for the whole week I was running speed tests to see if it had increased, but my download speeds remained the same as in the Pro package. How can I get my speeds up to par with my selected package?
P.S. I have a SpeedStream 5100b modem, I do have a filter plugged in, and live about 9000ft from the nearest central office.
