Well Anyone Could Have Seen This Coming

Waiting until 12 months before the cut-off before they even start to educate people and start the coupon program is a disaster looking for a place to happen.
It is just logistically impossible to provide the number of converter boxes that people are going to want in this amount of time. This program should have been in place 90 days after the final cutoff date was decided on.
