What world do you live on?

Unless you pay for a Static IP from an ISP, they are all dynamic.

Oh don't worry about it. ISPs don't use dynamic addresses. Opt out by IP address should be good enough.

I wonder why it is taking so long for the ISPs to pony up the lobbying cash to make this "legal".

I see a really big problem with this. (Knowing that NebuAd is not being implimented just yet, in some areas.)

What happens when the IP Address changes, either from the user changing how they connect to the modem or from the ISP in renewing the IP to the customer?

How does average Mr. and Mrs. Joe Internet User know when it happens? Usually, they don't have a clue. And unless the ISP's are planning on going all static IP's to their customers, this suggested OPt-Out scheme is also full of holes.
Those of use who visit here and those who work in the IT field will keep an ete on the IP addresses, but Joe and Jane user won't have a clue, and therefore when the IP address changes either through their actions or that of the ISP, then the NebuAd system will have them targeted, much to the average users surprise and disgust.
