Jason Levine : I used to be able to do that with my old Verizon phone and BitPIM. When it came time to renew my contract, I got a new phone. Lo and behold, Verizon has locked BitPIM out of writing to the phone so I can't upload new ringtones.

I did find a workaround with MyxerTones.com which lets me send MP3 files to my phone as Picture Messages (which can then be saved on the phone as a ringtone). This winds up costing me $0.25 for each ringtone. It's not as good of a deal as "upload for free using BitPIM", but it's still a better deal than the $1.99 per ringtone that Verizon charges.
--
-Jason Levine
Support a children's charity.
Jason Levine : However, it looks like you get a DRM-Free download for your PC:

Verizon Wireless customers — subscribers to the unlimited V CAST Music with Rhapsody service or not — can purchase music directly from their phones and have the songs delivered over the air to their handsets. Unlike any other mobile music service, any tracks purchased over the air will be also downloaded — in DRM-free MP3 format — to the customer's PC.
If this is the case, then that $15 a month would be worth it if you typically buy 16 or more songs a month. Personally, I wouldn't find it worth the monthly fee. I tend to buy music in bursts. I might buy five or six songs one month, no songs for the next four months, and then a dozen songs on the fifth month.
--
-Jason Levine
Support a children's charity.
