[Fiber] Overhead Question

I have a BPON 15Mbps/2Mbps fiber line from my provider that is capped right at 15Mbps/2Mbps.

I only see around 12.8Mbps/1.7Mbps of actual throughput. Is that about right for TCP/IP overhead?
