I think I'll get a refurb Tilt with WiFi for $150.
If I don't want to pay for AT&T's data, I can use WiFi and disable the data plan.
Pray that HTC has gotten better at building phones. I know three people with 8525s, and while they're great phones (as far as Windows Mobile allows them to be, anyway), the hardware is not reliable at all. My roommate's been through 4 of them, he's on his fifth. The other two are both on their second unit. Three people, 9 phones, 6 failures. The list:

Phone 1) Screen failure (went dark). Bad keyboard backlight.
Phone 2) Bad keyboard. Also had bad keyboard backlight
Phone 3) Touch screen failure
Phone 4) Lasted a while. Screen fades to white.
Phone 5) External speaker failed. Cannot hear ring.
Phone 6) Cannot stay connected to call for more than about 20 seconds.

I'd be very leery of a refurb product made by them. All three users are people who take pretty good care of their phones.

Maybe I'll go with a Motorola Q9h instead.
Its a bit of a brick, and doesn't have WiFi, but is supposed to be pretty durable for a PDA, and have good RF.

Item #6 sounds like my Samsung ZX-20 with 3G.

I had the HTC 8525 and upgraded to the 8925 (the tilt). I have had no problems since the tilt hit the market in October of 2007. It is head and shoulders above the 8525. The tilt regularly wins or scores highly in reviews compared to other PDAs. It has tons of features that make the touch screen users happy at the same time pleasing QWERTY fans. It also has a 3MP camera WM6, GPS, great 3G service as well as wifi. The very well received Euro version (also called TYTN II or Kaiser) has the rear camera as well as a front-facing camera for video conferencing (that ATT removed). The next generation is coming out in August I think (this time with non-tilting sliding QWERTY keyboard). So the price should come down even more.

I have a T-Mobile Wing (aka HTC Herald) and it has been pretty reliable. Before T-Mobile put up a new tower quite a bit closer to my house reception was spotty there, but it was that way with the 5 or 6 T-mobile phones we've owned over the years so I can't blame the Wing.

The only two downsides that I don't like about the Wing is the pre-installed apps that T-Mobile puts on are quite bloted, but flashing the ROM took care of that and made the phone much more responsive. The other is that the sliding mechanism as loosened up over the past year and a half. Not to the point where it's a problem, but when I first got it you could barely fit a sheet a paper in between the halves. Now it slides in easily. It still stays shut though no problem.

Is my Wing the same as the iPhone? No. Does it have a lot of the same functionality? Some. Can I run custom apps that I or others develop without asking for permission? Piece of cake. Did I have to spend $700 for it? Hell no.

I have both tilt and the iphone. The only thing iphone does better is the safari browser.

Tilt basically kills everything else. The 3mp cam is decent and maybe when skyfire is public safaris browser wont be so missed.
