If it isn't, I do not understand why anyone who still intends to buy one would not take the contract. If you commit to an expensive piece of hardware, I'd think you would also commit to using it.
But that may be beside the point. If they aren't offering an unlocked one, I'd sure like to see a transcript of the meetings where Apple decided they were going to tether their most popular product to a single service provider.
