It's hard to see how a tuner card would work in a SDV system. The physical channel assignments are dynamic, depending on what logical channel you want to tune and what physical channel the system decides to use.

There's no rule that says the cable company has to do every channel dynamically. I suspect that locals will also be the more watched channels anyway, so every node would likely be sending them out all the time anyway.
