Is it only from Monday-Friday (8am-6pm)? This seems teh only time my torrent runs fast. As of now (Sunday 11:48pm) I have a DL speed of 15kbs for utorrent.

Also in West Ottawa (West Wellington/Westboro area). Its been unthrottled for the past week or so. Thought it might have been a Canada Day thing, but nope... I know for sure it was previously throttled.
