Why do they waste peoples' valuable time, and spend so much money, sending techs out to people's homes when the problem is clearly an internal network problem?<br><br>Why is the communication so unbelievably poor between Level 3 and Level 1 support?  ]]></description>

<description><![CDATA[<A HREF="/useremail/u/789624"><b>Dampier</b></A> : Folks, I am not sure why people are still suffering with this.  The temporary best solution is to force an IP address change.  I happened to do that by accident with the installation of a new router here before this issue was making a big splash here, and it promptly sent all of my connections through the earlier report path with no latency issues at all.  Changing your MAC address in your router by going to the clone tab and just changing a few digits here and there will do the trick.  Just make sure to unplug your cable modem and plug it back in after saving it on your router so that the modem will pull a new IP address and get you back online.<br><br>Look for jcleve's post on the second page of this thread.  That seems to be what will do the trick.<br><br>If it doesn't work the first time, just try again.<br><br>This will work far better than suffering while they figure out what is going on.]]></description>

Tomorrow they are going to upgrade my service to Turbo, but as all of you can probably guess that is not going to resolve this issue.  Ever since september of 2007 when they did a hardware and software "upgrade" my latency had been spiking 1-3 times per four hour period without fail during prime time.  While annoying, it was manageable.  <br><br>What's been going on for over a month though is completely unacceptable (8:00 PM - 11:30 PM without fail on week nights)and I can't seem to get in touch with anyone that actually knows anything technical.  The standard customer support person does the same redundant routine dance every time, and then will send me to the help desk to someone who can barely speak english and thinks I need help accessing my email address.  T3 support you say?  What is the magical proceedure to contact such mythical creatures?]]></description>

The rep then directed me to a different 3rd party site.  Then she said yeah something isn't right.  So we did the tracers, she put me on hold a for awhile, and then OK I think it might be fix go to the twc road runner bandwidth site and do a test.  So of course it checks in great speeds, she is like so it's fixed.  SO I'm like let me try the 3rd party site just to double check the speeds,,,still bad speeds.  She is like oh sorry the 3rd party speed tests are never accurate.  But she started me at one inthe 1st place.<br><br>Anyways, what is the reasoning behind the twc help site roadrunner speed tests being higher then the 3rd party ones?]]></description>

Do a speed test to the Rochester Road Runner site and everything looks peachy (Turbo here and getting 13+ Mbs down, 800+ kbs up). Do a speed test anywhere else or try and play an online game and that extra hop crushes me (300+ pings, 1+ Mbs down, up seems un-affected).<br><br>What I find most frustrating, and it seems many of you folks do as well, is the canned response you get from tech support. I mean, you have dozens of people complaining all at once, even the front line tech support people must be able to see a pattern here. You don't have to know anything about computers to know that somethings wrong.]]></description>

He did confirm they're working a known issue that is causing horrible latency.<br><br>I couldn't get any specifics from the dude.  He was pretty much a first evel type guy.  Hopefully TW provides some details on what they're working on.<br><br>I'm losing a ton of packets at my first hop which isn't returning a ping.  On top of horrible latency downstream.]]></description>

Unfortunately it's gonna take a couple days to fix according support.  They said basically up until today at 5pm they had no idea what the problem was lol.  You can also stop sending them your tracert's and ping times for those that have been.  They said last time it was a bad card that was causing the problem (~8 months ago). <description><![CDATA[<A HREF="/useremail/u/1338989"><b>K Patterson</b></A> : Port three in your trace is identified as "sp7 . . . "<br><br>That indicates that the circuit between the outgoing port of the router at hop 2 is communicating with 3 via a ring.  This means a couple of things.  One is that the upstream and downstream share the same bandwidth.  The other thing it means is that any expansion of capacity has to involve either an additional ring or circuit or require the upgrading of each router in the ring.  It is likely that the ring includes all the neighborhood hubs in Rochester, which might be a dozen.<br><br>I wish this were good news.  It isn't.  If the problem is capacity, a lot of folks and sites are apt to be involved in the fix.]]></description>

<description><![CDATA[<A HREF="/useremail/u/0"><b>anon</b></A> : Joe, I think the explanation is covered - if you still need help let me know.  <br><br>I just happened to discover this last night - I was about to call tech support, and i had unplugged my router, and plugged the computer directly into the TWC modem. My intent was to avoid "the dance" with tech support - I cleared private data and took my Linksys router out of the loop.  <br><br>Imagine my surprise when I discovered that the 330 Ms latency had completely and instantly disappeared, and my internet connection was working smoothly and speedily again?  I couldn't figure out HOW it made a difference, until I saw that the router IP had changed downstream. <br><br>So I played around with the Mac address settings on my Linksys until I could force my modem into a new IP, and the new routing to the .120 IP instead of .119.   Actually, all I did was clone the MAC address of my PC, since that one had already given me the result, albeit inadvertently, that I desired. ]]></description>

Change it, assigning a new address where the first two digits are NOT 00.  Save, shut everything down, then restart - modem, router computer, in that order.<br><br>The router will have a new IP.  Run some tracerutes.  If they don't avoid the obnoxious router, repeat using another mAC address.<br><br>For the curious, there are no allocated MAC addresses with the first two bytes other than 00.  This makes sure you don't duplicate another MAC.  Just grabbing any old MAC you have maybe one chance in 500 million of duplicating an address already in use on your CMTS.]]></description>

Pinging google brings up a bottle neck at srp7-0.rochnymth-rtr03.nyroc.rr.com [24.93.3.119] and pinging yahoo shows a bottleneck at ge-6-0-0.albynywav-rtr03.nyroc.rr.com [24.92.224.122], so it looks like there are at least 2 routers/servers on the network that are giving everyone problems. Although the solution that jcleve posted shows the same Albany router without latency issues. Very odd indeed, I just hope they fix it soon. I upgraded to Turbo at the same exact time things slowed down, how lame is that!!]]></description>

Or at least a workaround.  <br><br>If you have a computer that's connected to a router (I've a Linksys wireless), try changing your MAC Address clone setting in the Router setup interface.  <br><br>I played with mine, until I got a different IP number that completely bypasses the 24.93.3.119 node/router in the Roadrunner system.   You have to power on and off both router and modem to get it to work properly.<br><br>I'm now running through 24.93.3.120 - 11 ms of latency at that hop. <br><br>Here's a tracert at 10:40 PM. I can run a ping for you to see what the latency is. Measuring latency to a router isn't always the best thing, especially if it's doing BGP. That is, the minor 5 or 10ms spikes you see are due to the ICMP packets being given a lower priority, since routing and route calculations are more important.<br><br>DQ]]></description>

Latency on the Rochester RR network is already on the rise - the 24.93.3.119 router is already acting erratic. The issue is clearly NOT with the individual subscribers computers, and directly related to their own network.<br><br>This problem began a couple weeks ago - there was a service outage of everything - digital phone, digital cable, Roadrunner, for 2 or 3 hours during the day.  Ever since then, this latency problem has started cropping up.  It might have something to do with their repairs.  <br><br>I will call them tonight, though, when it's worse.  They've been informed by numerous Rochester area users of this problem and done squat.  So it's time they got taken to task, and a formal complaint filed.  <br><br>There used to be a Rochester.Roadrunner.Feedback news group - and one of the level 3 techs would read the page.  But now of course TW has discontinued News Group service, so even that avenue is non-existent.   Now we're forced to call people that read from scripts, and can't think outside the box.<br><br> ]]></description>

Their response? <br><br>"Dear Jim,<br><br>Thank you for contacting Time Warner Cable Road Runner E-mail Support. <br><br>As per your response, I understand that you are experiencing slow <br>connectivity issue from last 2 weeks and the tracert result shows that <br>it has more than 300ms in Road Runner network.<br><br>Jim, I would suggest that reset the modem and then check if you have any<br>issue with the connection and perform the tracert again and if you still<br>have the issue. In this regard, you will need to contact our concerned <br>department, since they are specifically trained to resolve such issues. <br>I will provide you the contacts details.<br><br>RESET CABLE MODEM  <br><br>To ensure the information the modem is providing to your computer is <br>accurate, its memory must be reset. If you have a router connected to <br>your cable modem, you must disconnect the router to verify it is not the<br>cause of or a contributor to the problem. After disconnecting the router<br>and unplugging its power the modem must be reset. Do this by unplugging <br>the modem's power cable from the wall socket for two minutes; when the <br>power is plugged back in and the "Cable" or "Online" light stops lashing<br>and remains on, turn on or restart the computer. This process <br>synchronizes the information between our network, the cable modem, and <br>your computer." <br><br>Yeah, resetting MY modem will do a lot of good when the problem is CLEARLY a node 30-40 miles from my home.  <br><br>Why is TW's tech support so inept?  You would think if multiple subscribers are complaining about the SAME problem, someone would be able to connect the dots.  <br><br>And why is the national help desk unable to communicate effectively with local tech support?  If the national help desk simply forwarded all the submitted tracerts to Level 3 support in Rochester, they could quickly identify and begin to resolve the issue.<br><br>Undoubtedly, if I call them, I'll have to go thru all that canned and totally ineffective horseshit of clearing the browser cache,  resetting the modem, blah blah blah<br><br>I've seen these latency issues occur numerous times in the nearly 10 years I've had Roadrunner. The logjam is CLEARLY at this ip - 24.93.3.119<br><br>Answer - Time Warner's robotic tech support - They sent me the standard "clear your browser's cache" response.   Jeebus -  don't they know that Tracert is a DOS function - it's totally independent of Firefox, or IE, or any browser?!<br><br>So I sent them ANOTHER e-mail tonight - rather than fight city hall, I told them "their suggestions didn't solve the problem" and another Tracert.   The problem is still the same tonight<br><br><i>These steps did not help the problem.  Here is a tracert I ran tonight at 9:41 PM Eastern time, to Yahoo.com.  As you can see, the problem begins at IP 24.93.3.119, 3    srp7-0.rochnymth-rtr03.nyroc.rr.com.  This evidently  is one of the Rochester Road Runner network's servers.      It's definitely NOT at my house, or at the first local node, as the first two hops, from my modem to the first node, only have a combined latency of 10 ms.<br>Again, this problem only has been occurring during peak usage times.  The network and my connection speed is fine during the daytime.
