If you are on any kind of text plan, you won't get charged for incoming.

Over at the TELUS forum, someone pointed out that the TELUS TOS seems to indicate you can dispute the change to the contract (and, I guess, terminate it), but only within 30 days of the change being implemented. So they reserve the right to change it, but you may be able to get out penalty free.
